Usually because cultura is doing its quiet work - it is rarely because people have not been told what matters.  More often, it is because leaders have not yet translated strategic intent into the behaviours, choices and tensions that shape everyday work.

Culture is not changed by communication alone. It changes when leaders change what they notice, reward, challenge, tolerate and role-model - we can help leadership teams work at that level.
